- Added HAT-native telemetry, guarded shutdown services, PolicyKit mode
  selection, optional INA219 telemetry, and guarded V2 watchdog tooling.
- Added the enhanced desktop tray widget with Pi `EXT5V_V`, Raspberry Pi power
  warnings, cell summaries, controller-health reporting, bounded logs, and
  transition history.
- Corrected signed 16-bit battery-current decoding; raw `0xff00` is `-256 mA`.
- Stopped treating negative battery current with valid input as an outage.
- Added tiered transition classification:
  - one coherent input-absent sample confirms a brief sampled interruption;
  - additional non-normal samples classify a sustained outage;
  - ambiguous and battery-assist pulses remain separately retained;
  - two valid-input samples confirm restoration and backdate its timestamp.
- Added portable systemd templates and an installer that changes no service
  state.
- Added 74 automated tests and public-release packaging checks.
